Along with Sergeant Bukhenik, he arrived at Ms. Read's parents' house in Dighton, MA, at approximately 4:30 p.m. to seize her Lexus SUV and cell phone around 5:30 p.m..
Jan 29, 2022 - Aug 2022 Canton, MA He engaged in unprofessional conduct and sharing confidential information. In text messages to high school friends, he revealed the victim's name (John O'Keefe) and suggested the investigation was under pressure ("all the powers that be want answers ASAP"). He wrote that the homeowner, Brian Albert, would "not going to get any shit 'cuz he's a Boston cop".
February 2, 2022 Canton, MA He sent derogatory and misogynistic texts about Karen Read to friends, calling her a "nutbag," a vulgar term for a woman (the C-word), and mocking her perceived medical condition/appearance by referencing a "leaky balloon knot" and "leaks poo".
February 8, 11, and 18, 2022 Canton, MA He personally recovered items of evidence (pieces of red and black tail light plastic) from 34 Fair View Road on three separate dates: February 8, 2022, February 11, and February 18. On these three dates, nobody else was with him when he recovered the evidence.
February 10, 2022 Canton, MA He, along with Sgt. Bukhenik, interviewed Chris and Julie Albert. He disclosed that he had a personal connection to the Alberts, with his family knowing them socially, but chose to proceed with the interview after stating he was comfortable. He later claimed this relationship was "loosely" connected.
Late 2022/Early 2023 Canton/Sandwich, MA He drank alcohol while on duty and operated his department-issued cruiser. This occurred while working a cold case down the Cape (Sandwich) with Canton Police Officer Kevin Albert (Brian Albert's brother), who subsequently left his badge and gun in Proctor's cruiser.
August 17, 2022 Canton, MA He participated in a text chain with colleagues, including supervisors Lieutenant Fanning and Trooper DiCicco, where he joked about improperly searching Karen Read's phone for "nudes," writing: "funny, I'm going through his client's phone," and "No nudes so far". He admitted this was written while in furtherance of his investigative authority. He also wrote, "I hate that man. I truly hate him," referring to Read's attorney, David Yannetti.
October 15, 2022 Canton, MA Despite the unprofessional texts, his supervisor rated his "oral and written communication skills" as exceptional (4/5) and his "investigative ability" as outstanding (5/5), noting that Proctor displayed "professional demeanor, composure, dignity, and respect" and handled the case with "strict integrity".
January 2023 Cohasset/Canton, MA He served as a lead investigator in the Ana Walshe murder case (Brian Walshe defendant). He confronted Brian Walshe about internet searches related to dismemberment and disposing of a body, leading to the termination of the final interview by Walshe's attorney.
